anyone can use http://http://del.icio.us/ / , its not too hard . its just like a normal search engine just really high tech , and it has Rss feeds on it. it gives really specific things, it has almost anything you could ever need to know about, and it will answer many questions. tagging is where you put your information on the website, the disadvantage of that is that it may be incorrect and the advantage of it is it most likely is correct information. this and web 2.0 are somewhat similar web 2.0 will give you better and more accurate information and http://del.icio.us/ is a different type of reference. but which ever one you use you'll get information and then some. both are really good search engines and both are useful in any case.
